When you get to the volcanic biome, search for a cave that has its entrance on the left-hand side of the landscape. The entrance can easily be overlooked, so pay attention to the rocks while searching the area. Go into the cave until you reach a place where large mushrooms grow.

The blueprint you are searching for is found above one of the mushrooms growing in this cave. Scan or collect it to unlock the item. After unlocking the blueprint, you will be able to make the Roof Cylinder with the help of your Habitat Builder.
