How to Start the Totem of Rightful Rulership
In the “Totem of Rightful Rulership” quest, you’re on a mission to find all seven pieces of Woedica’s God Totem scattered around Dawnshore. These fragments combine to create the Scales of the Oathbinder. Just a heads-up: you’ll need the totem base before you can start placing any of the individual pieces in your camp. So, find all seven fragments in Dawnshore to complete the Scales of the Oathbinder. One of the fragments that you need to find is the Golden Scale of Oaths.
In Avowed, the Golden Plaque of Oaths is a piece of Woedica’s God Totem. These fragments are special quest items you’ll find during God Totem bounty quests. Collecting all the fragments lets you create a powerful totem, which then gives your character some helpful passive buffs.

The Queen’s Burden:

Location of Golden Scale of Oaths in Avowed
To find the Golden Plaque of Oaths, head to Usher’s Hand, which is located just outside the Paradis Hightown East Gate. You’ll find it near a ruined structure where you met the cartographer for the “Mapping the Living Lands: Dawnshore” quest. Look around the other side of that ruin.
There’s a metal grate in the ground there. You can either use an ice grenade or ice magic to break it open. This will give you access to the God Totem fragment. Alternatively, if you don’t want to break the grate, you can swim up from the pool of water to the south and reach the fragment that way.
