It’s easy to overlook, but once you know where to find it and how to get it, the quest becomes easier to complete.
How to Get the Replenishment Terminal Keycard in The Outer Worlds 2

The keycard is on top of the stacked boxes located near the entrance to the unit of Officer Cardosa in the Fairfield Quarter, which is the room nearest to the dropship. If Cardosa happens to be there, you have two options: either tell a lie to get her to go away and then take the card, or convince her to give it to you, but be aware that each method requires a certain skill: either Level 2 Engineering to tell the lie, or Level 2 Hack to convince her.

The Replenishment Terminal Keycard is available to you through a few methods. The most straightforward and simple method is to divert Officer Cardosa’s attention for a sufficiently long time that she leaves her post, and then silently take the card from the table outside.. In case you prefer to be careful, you can ask her to give you access with a Speech 2 check, which allows you to take the card without any problems. Alternatively, if you are up for it, you could try to lie her into thinking you are a security expert with Hack 2, and she will allow you to pick up the keycard without asking.
