One more spot that can be used is inside Songdo Wharf. In case you spawn close to this location, just head directly to it, go to the back side of the building, and enter the elevator located there. Go to the highest floor in the building using the elevator and then find the secret stairs on the back side of the building. You will get on the roof of the building, where you will find a weapon locker. Search for High-Tenacity Fibers there.
