The Who Else But Us quest in The Outer Worlds 2 tosses you in at the proverbial deep end into the Skycutter A102 Facility, a sprawling, hazardous complex full of Raptidons, automechs, and sentry turrets. Your task is to recover Protectorate Armorial ID cards from fallen soldiers who once guarded the station.
Finding all five isn’t quite as easy as it sounds-they’re scattered across several floors of the Skycutter, and each does indeed come with a fight. This guide will show you where to find every Armorial ID, how to shut down the Skycutter’s power, and what rewards you’ll earn when the quest is complete.
Where to Find All Protectorate Armorial IDs in The Outer Worlds 2
All five Protectorate Armorial IDs are located inside the Skycutter A102 Facility. In fact, the first one is helpfully placed next to a locked chest that requires all five of the IDs to open – and that chest will be your eventual destination after you have collected all of them.
(Tip: This quest doesn’t require any special dialogue or lockpicking skills, just your perception and a bit of combat readiness.)
Before heading deeper into the facility, take the Skycutter Entrance Key from the corpse next to the locked chest, then go back to the sealed door near the entrance to open it. The real search begins from here.
Protectorate Armorial ID #1
- Location: On the first floor, next to the locked chest.
- Details: The first body is directly next to the chest, containing all five of the IDs. Loot it for the first Armorial ID as well as the Skycutter Entrance Key.
Take the key and use it on the sealed door nearby to proceed deeper into the facility.
Protectorate Armorial ID #2
- Location: First floor, outside the sealed door you just opened
- Details: Go out by way of the door, and exit via the window just next to it. You should see a corpse next to the big elevator shaft.
Be prepared for heavy resistance here, as several sentry turrets and automechs will engage you as soon as you get close.
Protectorate Armorial ID #3
- Location: Upper floors of the Skycutter facility.
- Details: Go up a few floors until you reach the floor with two Raptidon Hunters. Defeat them and go up the ladder in the next area.
Look for the bloodstain on the floor – just beyond it, you will find a body leaning against the railing beside a pillar. Loot it for the third Armorial ID.
Protectorate Armorial ID #4
- Place: Sixth level of the Skycutter facility.
- Details: Continue up the platforms and stairways as they appear from the spot with the third ID, until you see a tall ladder going up to the sixth floor.
At the top, you’ll find an elevator and a corpse lying nearby. On the body are both the fourth Armorial ID and the elevator key.
(Warning: Using the elevator will trigger an ambush of Raptidons; reload and heal up prior to using it.)
Protectorate Armorial ID #5
- Location: Balcony, seventh floor, the very top of the facility.
- Details: Take the elevator to the seventh floor, exit via the outside door. The last body is on the balcony.
A set of shutdown instructions for the power system in the Skycutter. Before leaving, approach the terminal nearby and shut off the power – this will shut down the electrified grid beside the corpse and allow you to safely pick up the legendary melee weapon Thunderstruck.
Who Else But Us Quest Rewards in The Outer Worlds 2
Once you have all five Armorial IDs, head back to the locked chest on the first floor of Skycutter A102. Use the IDs to unlock it and claim the following rewards:
- 1x Trauma Kit
- 1x Advanced Decryption Key
- 1x Vestige Data Pad – Cadre 618 Several hundred Bits
- Thunderstruck (Legendary Melee Weapon)
Thunderstruck is a two-handed melee weapon that sends electric shockwaves flying with each heavy swing, turning it effectively into a short-range energy cannon. Particularly powerful for melee builds, this allows you to have a kind of ranged capability without using up ammo. The downside is its slow swing speed, so put points in melee speed perks to get the most out of it.
