The key card cannot be obtained anywhere because it requires you to complete a portion of the side quest New Growth. Where To Get The Sewer Entrance Lab Door Key
In order to get the Sewer Entrance Lab Door Key Card in Park Zone, first, you should go to the Underhill Apartments and do the New Growth quest. After completing the quest, you’ll get the Sewer Entrance Lab Door Key Card as a reward. With the help of this key card, you will be able to open a closed lab door. This is one of the quest key cards, and hence there is no other way of obtaining it besides completing New Growth. Therefore, make sure to do New Growth in order to enter the lab.
First, talk to the FBC staff near the FBC Base Fast Travel Door in the Park zone. They will inform you about the disappearance of Dr Underhill and ask you to find out what happened to her at her last place of residence. Follow the objective marker to reach the place, and a small search area will be shown to you. Go to the top of the building where the FBC equipment is installed and examine the files. You’ll get Underhill’s Resignation Letter and Level 6 Keycard.

Then, fast travel to the Oldest House: Central Executive. Take a turn to the left and use the Level 6 Keycard on the second locked door. There, review the documents to get Underhill’s Welcome Letter and Underhill’s Apartment Key.
Return to The Park and go to the location indicated by the quest marker. You will see several Mold enemies here. Kill them to make your way to Underhill’s apartment. Enter one floor above and go into the apartment on the left.
Dr Underhill will be there near the kitchen. Speak to her to advance the quest. She will tell you that she is conducting her research in the lab close to the sewers and asks you to find Test Subjects. Collect the Key to Underhill’s Sewer Lab on the table and head to the indicated location.
You will see an underground entrance to the facility here. Enter it and make a turn to the left to find the door. Here, you will see the Power Upgrade Point, Mold Growth Simulator and Sample Tubes.
