In The Outer Worlds 2, “Who Else But Us” is a side quest that takes place inside Skycutter A102. The quest begins when you find a locked chest in the basement that needs five Protectorate Armorial IDs to open. These IDs can be found around the building. Once you collect all five IDs, you can unlock the chest and get the rewards.
Who Else But Us Side Quest
Who Else But Us is a side quest in The Outer Worlds 2 that takes place inside Skycutter A102, a Protectorate facility built to power the entire island. During this mission, you will come across a special locked chest that can only be opened by collecting five Protectorate Armorial IDs hidden around the area.
To begin the quest, head to the northern half of Paradise Island, where you will find Skycutter A102. Go inside and make your way down to the basement. You will need to deal with two Raptidon Hunters lurking there. Once they’re down, check the chest beside the dead body in the corner; this will trigger the quest.
All 5 Protectorate Armorial IDs
Here are the locations of all five Protectorate Armorial IDs.
First ID
Found right in the basement next to the chest. Loot the nearby corpse to get the First ID and the Skycutter Entrance Key, which opens the upstairs door without needing a Lockpick skill or Mag-Pick.
Second ID
Go upstairs and use the key (or Lockpick 3) to open the locked door. Head through the broken window to find a body near a damaged elevator; that’s where the Second ID is. Be ready for a fight with several automechs, including dragoons, wasps, and turrets.
Third ID
Climb the stairs from the elevator to reach Deck 3. The Third ID is on a body lying along the southern catwalk.
Fourth ID
From the third ID’s location, go back toward the elevator and climb the yellow ladder to reach Deck 4. Use crates and catwalks to climb up to Deck 5, then head up another long ladder to Deck 6. You will find the Fourth ID on a corpse leaning against the elevator.
Make sure to grab the Skycutter Lift Override Key from the same body; you will need it to restart the elevator.
Fifth ID
Use the Lift Override Key on the terminal to restart the elevator. It takes two minutes to power up, so be ready to fend off waves of Raptidons. When the lift arrives, take it up to Deck 7. Exit through the door in the hallway, turn left, and you will find the last body with the Fifth ID. It also carries the Control Panel Schematics, which are needed for the Ascent in the Howling Tower side quest.
Rewards
Once you have all five IDs, ride the elevator back down to the basement and use them to unlock the Protectorate Cadre Vestige chest. This completes the quest and rewards you with 810 XP, Trauma Kit, 934 Bits, and Advanced Decryption Key.
