How to Build Factories
In Civilization 7, you can build Factories once you’ve researched the Mass Production technology. This tech is found in the Modern Age, and you’ll need to have already discovered Military Science and either Industrialization or Combustion to unlock it. Each city can only mass-produce one type of resource. So, if you want more Railroad Tycoon Points, your best bet is to build more cities, each with its own Factory. Just remember to play nice with your neighbors so they don’t mess with your production plans!
Keep in mind that Factories can only be built in cities connected to your Capital by railroad. So, before building Factories, you’ll need to establish a railroad network. This means constructing Rail Stations, which then allow you to upgrade regular roads into railroads.

The solution is to build Ports in both your capital and the city you want to have a factory in. This allows you to establish a connection across the water, making it possible to build railroads and ultimately, your factory, even in those more remote locations.
How to Slot Factory Resources
After you’ve built your first Factory and connected the city to your capital by rail, you can assign a special resource to it. You’ll get the option to do this whenever you acquire a new resource.
In the Resources menu, you choose which Factory Resource you want to assign to that specific city. You’ll see the chosen resource appear in the Resources bar and also next to the Factory icon for that city, so you can easily see what each factory is producing. Each city can only specialize in one Factory Resource at a time. However, you can assign multiple units of that resource to the city to boost its production bonuses.
