In order to get the armour, you have to gain entry into the inner section of the Old Camp. Finish the necessary quests within the Outer Ring, and you will be granted entry into the castle of Gomez, the boss of the Old Camp.
Defeat Gomez and then rest until the morning hours come around. This way, it is much easier to explore the upper levels of the manor because there will be fewer NPCs roaming around. Go to the room belonging to Gomez.
There are some Master Keys that allow access to the locked door. If there is an error with the key, you might want to consider trying to pick the lock of the door.
