Smugglers aren’t a marked vendor in Windrose – it’s a progression unlock. This guide shows you how to trigger the Underground Network quest, follow green striped ocean zones to the hidden cave base and unlock the Smugglers of Port Royale so you can sell contraband, clear inventory and pick a free fast-travel point.
Underground Network Quest
At some point through the main questline, you’ll come across a Faction Quest – Underground Network, which will lead you to Tortuga. Tortuga is like a common hub where you can buy supplies from different factions.
Note : This game has a procedural generative map – meaning the location that is shown in the guide could be different for you, you need to follow quest markers of your world.
Follow the questline – Underground Networks, and you’ll eventually be presented with a new location on the map that you need to visit, it’s the Smugglers Base. You’ll find a buyer, to whom you can sell contraband along with other stuff to clear out the inventory.
