In Death Stranding, you must finish the objective “Recover the Mementoes from the BT Area” at the Lone Commander’s location in order to obtain the Tranq Sniper Rifle and Smoke Grenade. The Lone Commander will allow you to link his bunker to the chiral network when you complete this mission. Following that, you will be able to utilise the Smoke Grenade and the Tranq Sniper Rifle.
You must first accept the Government’s Base sub-order “Deliver the Dismantled Rifle to the Lone Commander” in order to unlock this order. How To Use The Tranq Sniper Rifle and Smoke Grenade
