You come across this item fairly late into the game, probably deep inside Chapter 4. Once you’ve gone to the Temple of Yellow Flowers and activated the relevant shrine, it’s best to backtrack and take a downhill path. Stick to the main route, bypass enemies if you don’t feel like fighting and go up the slope that brings you to another flight of stairs. Keep pushing forward and you’ll soon reach an open area that holds what you’re looking for.
