The Last Voyage of the ACS Free Market Quest Guide – Outer Worlds 2

How to Start the Quest

After you have completed the primary main mission on Paradise Island and the Vox Relay, you can now travel to Free Market Station. Once you land, you’ll see Archivist Stallworth and Guard Seybold arguing. Approach and speak to Stallworth. The quest begins here.

Your goal during this assignment will be to gather information regarding the shipwreck. Stallworth will later quiz you about your findings, so gather as many details as you can. Most aspects of this will involve skills checks, with the right build making these checks easier.  

Prospero Paolo’s Side of the Story

One of the pieces of truth comes from Prospero Paolo, located inside the 2nd Choice saloon. He won’t share anything until you bring him a bottle of Iceberg Aged Whisky.

That whisky is owned by Chef de Mechanique at a nearby bar. The Chef refuses to hand it over because Prospero wants it. You can retrieve it by passing a Hack 3 dialogue check, or by entering the crawlspace outside and unlocking the safe behind the counter with Lockpick 5.

Gathering Intel & Solving Otto’s Puzzle

Go to the merchant stalls and look for Otto Riesling, who is at the Oddments and Gubbin stall and has what you need, which you can get using one of two ways: 

  • Use Engineering 5 to get him talking.
  • Spend roughly 1,000 bits at his stall to unlock a special dialogue line.

The Puzzle 

There’s an odd puzzle associated with Otto. To access it, you start from your place of arrival, steer left, go past a Rift Anomaly, slither through a crawlspace, go around the corner, and finally, ascend the ladder.

When you arrive at the top, there are numerous switches with a note because they seem pointless, the wires can’t be seen unless you have the N-Ray Scanner (the device you obtain during the Golden Ridge part of your main story).

Having the N-Ray Scanner on, the purple wires indicate how each of the switches are connected. The goal is to turn on the panels starting from the top all the way down to the bottom by pulling the switches in the correct order and without any repetitions. The first sequence is as follows:

Top: 1A + 1B → Middle: 1C → Bottom: 1D

Follow the same logic for the remaining rows.

Nearby, the junkyard has two ruined sections you can inspect for more clues, one can be accessed if you have the Brawny trait or Sneak 5 and the second needs Engineering 8 to examine.

Sub Rosa Archive Records

The final portion of info is stored in the Sub Rosa Archive, below the 2nd Choice saloon. Access it using the ventilation shaft in the bar/club area. If you’ve finished the companion recruitment quest for Tristan, this lower section will already be open.

Inside, a Sub Rosa guard is asleep beside a locked terminal. You have several options to secure what you need:

  • Break into the terminal with Hack 8,
  • Pickpocket the papers if you have the Lockpick – Pickpocket perk,
  • Or quietly knock out the guard if your Sneak skill allows it.

Reporting Back to Stallworth

With all the intel collected, return to Stallworth. She’ll ask three questions about the ACS Free Market crash:

1. What caused the ship to go down?

2. What took place during the final moments?

3. Were there any contributing circumstances?

If you gathered optional intel, you’ll unlock additional dialogue answers that grant extra XP and bits. Steer clear of the uncertain or silly responses if you want maximum rewards:

  • “A lot of screaming and running around, probably?”
  • “[Sickly] I don’t want to think about it.”
  • “Uh, not sure.”
  • “[Lie] The Order sabotaged the ship.”

Some closing responses give a Sub Rosa reputation boost. Avoid selecting:

“[Attack] Nobody uses me. Prepare to die.”

It turns Stallworth and surrounding guards hostile and severely drops your Sub Rosa reputation for no real benefit.
