To unlock Romance avec Purrloin, you’ll first need to make some progress in the main story. Continue playing until you reach Hyperspace Mission 11, where you escape Hyperspace Lumiose after completing Hyperspace Lumiose Survey No. 6 from the Rust Syndicate Office.
Once you’re back in Lumiose City, this side mission becomes available. Head over to the Jaune District, specifically along North Boulevard. Near the entrance of Café Action!, you’ll spot Frousse standing next to a Purrloin. Talk to Frousse there to accept the mission and start Romance avec Purrloin.

When you speak to Frousse, he explains that he has an upcoming date and wants everything to go perfectly. His date happens to adore Purrloin, so he’s even gone out of his way to catch one just to impress them.
