You can unlock it by collecting every diggable item in the Badlands (after completing the collection). The Mini Car is a fitting Legendary mount for the Badlands. Complete the diggable collection in this area to unlock it.
Flexy
You can unlock it by purchasing via Early Supporter Gamepass. Flexy is a Legendary mount available only to those who bought the Early Supporter Gamepass. It’s no longer obtainable.
Elf
You can unlock it from the 2024 Gift of Elves event (limited-time). The Elf mount was a Legendary reward from the Gift of Elves event, which ran until January 2, 2025. The event also included festive items like the Festive Shovel and Sleigh Boat, but the mount is no longer available.
Biodegradable Boots
