Unexpected Initiatives Quest Guide – ARC Raiders

If you’re trying to finish the Unexpected Initiatives mission in ARC Raiders, this guide will help you. This quest only shows up after a couple of earlier missions, and it sends you back into the Buried City to track down a few key items for Tian Wen. From rooftops full of planter pots to hidden garden pumps, we’ll walk you through exactly where to go and what to do so you can complete the mission and get your rewards.

Unexpected Initiatives Quest Guide

“Unexpected Initiative” is a mission you’ll only see once you’ve finished both Industrial Espionage and Echoes of Victory Ridge. When it becomes available, you’ll be heading back to the Buried City to complete the quest. Tian Wen will be the trader giving you this quest. 

Fertiliser Location in Grandioso Apartments

You’ll find the Grandioso Apartments on the west side of the Buried City. Once you get there, use the inner zipline to reach the top floor, then climb the stairs nearby to step out onto the roof. Up here, check the orange planting pots, you’ll spot some fertiliser inside.

Water Pump Location in Piazza Roma

Piazza Roma sits just northeast of the Grandioso Apartments, and the two tall apartment blocks there share connected rooftops. You can reach the top either by taking the zipline and stairs or by climbing the yellow ladder on the upper building. Once you’re up there, you’ll spot the broken rooftop gardens near the outer edge. Look around for a water pump machine hooked up to one of the planters with two hoses. Interact with it, and you’ll get a guaranteed Water Pump.

Head back to Speranza once you’ve gathered everything. Just make sure the items are still in your inventory, then talk to Tian Wen at her shop to wrap things up. When you finish the mission, you’ll earn some EXP, the uncommon IL Toro shotgun, 40 shotgun shells, and a Shotgun Choke II mod to upgrade it.
