Where Winds Meet – How to Get Dragon’s Breath

If you’re attempting the Dragon’s Breath Mystic Art quest in Where Winds Meet, you won’t find it through normal progression. The ability is tied to a small side quest in Kaifeng that is easy to overlook while rushing through the story. This short guide will take you through where to find the quest, who to talk to, and everything you need to unlock it.

How to Start the Quest

The quest is only made available after walking up to Luo Jiu and speaking to him. There are no pre-requisites to begin the quest outside of arriving in Kaifeng and locating the hall at the Fairgrounds. Just speak to Luo Jiu after Kongkong has spoken to you, and once you have agreed to listen to him, and agreed to his request, the quest begins. You are now tasked with finding the individual who took his item

Recovering the Stolen Travelogue

The thief is Liang Yuan, and he isn’t located near the Fairgrounds. You’ll need to travel to South Gate Avenue. The easiest way to orient yourself is to look for the Main South Gate Boundary Stone. Once you’re standing near it, head west and follow the narrow pathway that runs north. Liang Yuan will be waiting near the Patrol and Inspection Agency, making him easy to spot once you’re in the correct area.

There’s no need for combat. If you already have the Celestial Seize ability, also known as Heavenly Snatch, you can use it directly on Liang Yuan to pull the item from him. The thing you need is called the Travelogue: Toehari, and retrieving it is the main requirement for progressing the quest.

Note: Dragon’s Breath is a single-target offensive Mystic Art with a burn effect. When activated, your character begins by drinking, which triggers the Intoxicated status. The attack then releases a two-hit fire breath strike. Any enemy caught in it is inflicted with Ignition, causing ongoing burn damage after the initial impact.

Finishing the Quest and Claiming the Art

After you’ve recovered the Travelogue, go back to Luo Jiu in the Fairgrounds and give him the item. This completes the quest immediately. However, unlocking Dragon’s Breath isn’t instant — you still need to claim it manually. Open your Journal, then go to:

Wandering Tales → Fairgrounds Part 9

Select the entry and claim the reward. Only then will Dragon’s Breath be added to your list of Mystic Arts.
