Only after clearing those two hurdles will the Seregios quest show up on your board. Once you bring it down for the first time, Seregios will begin appearing naturally in the game world. And if you keep pushing and reach HR 41, a much tougher 8-star Tempered version of the monster will start roaming the locales, ready to ruin your day.
